In my honest opinion, Jiraiya is the strongest Sannin but Orochimaru is the greatest genius among the Sannin and had the most potential. And had Orochimaru succeeded in obtaining the Sharingan he would have been the strongest Sannin by far, but unfortunately Sasuke put an end to his plans. Thanks for reading the thread.

Kishi did want to elude to Jiraiya being stronger than Orochimaru and stronger than Kisame and itachi given that Itachi's eyes had low stamina. This would mean Jiraiya would hold back on purpose against Orochimaru which has happened in this series. Itachi is noticably weaker vs Jiraiya than when he no diffed Orochimaru due to eye issues.
